The ceiling letters determine the future payment allowances per task and programme for each ministry, as well as the employment ceiling for 2025. Ceiling letters, which are texts without legal value, traditionally mark an important stage in the preparation of the state budget. Gabriel Attal, who has resigned as Prime Minister, sent these ceiling letters to all his ministers on August 20. He announced to them that there would be a general freeze on state spending of 492 billion euros in 2025 and indicated how each ministry would be affected. According to Matignon, the budgets allocated to defense, culture and sports will be favored in particular, to the detriment of jobs and employment. Gabriel Attal also stated that this framework will be adjusted or even questioned in the coming weeks.
