“The court has ruled. There will be an arrest warrant for the former head of the Government Agency for Strategic Reserves. Wherever he is hiding, justice will catch up with him,” Prime Minister Donald Tusk wrote, commenting on the decision on the charges against the former head of the RARS and the intention to search for him with an arrest warrant.
Earlier, the spokesman for the National Prosecutor’s Office, Prosecutor Przemysław Nowak, said that in the course of an investigation into irregularities in the RARS conducted by the Silesia Branch Department of the Organized Crime and Corruption Department of the Polish National Prosecutor’s Office, “evidence was obtained allowing the preparation of charges of participation in an organized criminal group and abuse of office and failure to fulfill obligations in order to obtain financial benefits for two additional persons – Michał K. and Paweł Sz.”
The whereabouts of the suspects in the country are unknown, which made it impossible to carry out procedural activities with their participation. Due to the need to initiate searches for suspects using arrest warrants, the prosecutor submitted applications to the Katowice-Wschód District Court for the application of preventive measures against them in the form of temporary arrest.

On Thursday, the court – as reported by the prosecutor – “accepted the prosecutor’s request against Michał K. and applied a preventive measure to him in the form of pre-trial detention for 90 days from the date of arrest.”
This will allow us to begin searching for him with an arrest warrant.

Shortly afterwards, former Prime Minister Mateusz Morawiecki commented on the matter on the X platform, saying that “today we have yet another act of perfidious political revenge by Donald Tusk’s gang”.
I am fully convinced of Michał Kuczmierowski’s honesty, which he will certainly prove during the trial. It is now clear that the reforms he has undertaken and the actions of the Strategic Reserves Government Agency are extremely hated by the current destructive power, destroying in its path everything and everyone that serves Poland well.

RARS Research
The investigation into irregularities at RARS was initiated on 1 December 2023 by the Regional Prosecutor’s Office in Warsaw. In April 2024, the case was taken over by the Silesian Branch of the Organized Crime and Corruption Department of the KP in Katowice.
The subject of the investigation concerns, among other things, the fact that from February 23, 2021 to November 27, 2023, in Warsaw, in order to obtain financial benefits, employees of the Government Agency for Strategic Reserves exceeded their powers and did not fulfill their duties in organizing and processing the purchase of goods, thereby acting to the detriment of the public interest.
The basis for the initiation of the investigation was classified materials collected by the Central Anti-Corruption Office and two notifications of suspected offences filed by the Inspector General for Financial Information. At a later stage of the investigation, GIFI filed two further notifications on suspicion of “money laundering”.
In July, the Public Prosecutor’s Office brought charges of abuse of powers in connection with the performance of public functions, which allegedly involved preferential treatment of some RARS contractors in connection with the implementation of an EU subsidy worth €114 million for the supply of power generators to Ukraine, the Director of the RARS Purchasing Office Justyna G. and the Manager of this Office Joanna P.
