The PiS bill on support for flood victims submitted to the Sejm includes, among others: emergency aid in an amount not exceeding three times the average salary, coverage of damage caused by flooding in residential buildings and up to 20 days of paid leave from the state budget for injured employees.
The draft parliamentary law on special solutions related to financial support for flood victims in 2024, published on the Sejm website, provides, among other things: emergency aid to flood victims provided by the head of the social welfare center. The amount of the benefit will depend on the capacity of the house or apartment, but cannot exceed three times the average monthly salary in the business sector in August this year.
In addition, PiS proposes aid for the renovation or reconstruction of homes in an amount that would cover up to 100% of losses caused by flooding. The value of damage to a building or apartment would be estimated by an appraiser or a loss assessment committee appointed by the head of the municipality, mayor or city president, in which a construction supervisory official participates.
The PiS bill also envisages introducing up to 20 days of paid leave from the state budget for employees affected by the floods. It is also proposed to compensate firefighters and rescuers of the Voluntary Fire Service who are employees or have a business activity, a compensation of lost wages and the equivalent for participation in activities related to flood relief.
Benefits for entrepreneurs operating in the flood-affected area
Entrepreneurs who run a business in the flood-affected area and who have suffered losses as a result of the floods would – according to the draft – be entitled to stand-by benefits, exemption from social security and health insurance contributions, cancellation of tax arrears, as well as financial assistance commensurate with the loss of income.
To finance these tasks, Law and Justice proposes the creation of a Flood Impact Prevention Fund at the Gospodarstwa Krajowego Bank, inspired by the so-called Covid Fund.
The package proposed by PiS also provides for financing from the state budget up to 98% of local government investment costs related to restoring infrastructure to its pre-flood state.
On Tuesday, PiS MPs outlined the premises of their initiative. They also called on Sejm Speaker Szymon Hołownia to call a meeting as soon as possible to consider their proposals.
We hope that the government will continue with the projects that we, the PiS, have put forward. There are no excuses here, because we must help the flood victims and not play politics as those in power are currently doing.
