As part of a public process announced in mid-July Polish Radio intends to commission an audit to verify whether, when purchasing external services in 2020-2023, the management of processes and activities at individual levels of the company structure was reliable, effective and objective, and whether expenditure was economical. The audit will also include an assessment – ​​whether the activities required compliance with specific regulations, including: in the field of public procurement law and related internal procedures – whether these regulations and procedures were complied with, also in the field of corporate governance.

The order documentation indicates that it is intended to identify “irregularities, deficiencies, phenomena unfavorable to the operation of the Company and identify the weakest links in the operation and processes of the Company that occur in the analyzed analytical area, limiting the possibility of achieving the assumed objectives and the effectiveness of the processes or actions taken, including efficiency and effectiveness within the scope covered by the analytical areas or giving rise to the risk of legal problems – accompanied by an analysis of the causes and effects of their occurrence and the indication of proposals for corrective/optimizing actions, together with the determination of the benefits, limitations, opportunities and threats resulting from the implementation of the proposed actions.

Audit It is intended to cover all stages of the procurement of external services: identification and analysis of needs (including the broadcaster’s ability to meet them with its own resources), planning, selection of contractors, conclusion of contracts with them, and implementation and settlement of these contracts. It will include five organizational units of Polish Radio.

The audit, together with the submission of a summary report, must be completed within 75 calendar days from the submission of the necessary documentation by Polskie Radio.

It is indicated that companies that employ at least two people with an Internal Auditor Certificate (CIA) or equivalent certificate, at least one of whom has at least four years of experience in carrying out auditing activities (internal or external), audit advisory or consultancy, can apply for the contract or similar, and also have a period of experience in auditing projects or processes of a development or innovation nature (in IT or in an area related to auditing within the scope of this type of projects or processes) or consultancy activities in the management of such projects and has participated in at least one audit of an IT implementation or modernization project carried out under public procurement legislation.


Who wants to conduct an audit for Polish Radio?

Initially the deadline for submitting proposals was set for July 29th it was then postponed to August 23. Ultimately, Polskie Radio received four offers. When bids were opened, the public broadcaster announced that it intended to spend a maximum of PLN 267,000 to complete the order. zloty.

From the second half of January 2020 to the second half of December 2023, the president and sole member of the board of directors of Radio Polskie was Agnieszka Kamińska. She was dismissed based on the decision of the Minister of Culture and National Heritage to change the composition of the supervisory board of the broadcaster.

Immediately afterwards, Polskie Radio, like other public media companies, was put into liquidation. Paweł Majcher manages the company as liquidator.

In 2023 (until December 26), Polskie Radio increased its revenues by 30%. up to PLN 405.5 million, mainly thanks to record clearing of subscriptions. However, with an increase in operating costs of only 5.7%. to PLN 378.5 million, the company’s net profitability increased from a loss of PLN 55.1 million to a profit of PLN 58.2 million.

The sender’s expenses for external services last year reached PLN 94.84 million, compared to PLN 78.08 million a year earlier.
