Abolition of the obligation to leave 4% of arable land fallow

From 2024 onwards, there is no obligation to leave 4% of arable land fallow. A new ecological scheme “Land excluded from production” has been introduced, under which farmers will receive additional payments.

Payment is due on the fallow area, not exceeding 4% of the farm’s arable area. The estimated payment rate is approximately 126.52 euros/ha, i.e. approx. 563 PLN/ha.

The implementation of the new ecological regime allows farmers to voluntarily exclude part of their arable land from production, for which they will receive payments. On land excluded from production, agricultural production (including grazing and mowing) is prohibited and the use of plant protection products is prohibited.

The regulation allows for the submission of a payment application under the new ecological regime (complementing the application submitted within the base period) until September 2, 2024

From 2024, farmers will have a choice – they can use either crop diversification (various cultures), or rotation (a specific sequence of plant cultivation).

If you choose to diversify your crops in a given year: On a farm with an area of ​​10 to 30 ha of arable land, two crops are sufficient, but the main crop cannot account for more than 75%. On a farm with an area of ​​more than 30 ha of arable land, three crops are sufficient, but the main crop cannot account for more than 75%, and two main crops cannot account for more than 95%.

Facilitations in the standard regarding the obligation to maintain soil cover (i.e. plant cover, stubble, crop residues, mulch).

A new period has been introduced maintaining ground cover – from the day of harvesting the main crop until 15 October of a given year, with a possible interruption for carrying out agrotechnical procedures related to sowing winter crops or secondary crops, lasting no more than 4 weeks.

No sanctions

Agricultural holdings of up to 10 ha of UAA will not be subject to sanctions related to the implementation of environmental standards (so-called conditionality).
