Prehistory:
- It was previously reported that the team of the newly elected Mexican President Claudia Sheinbaum, in coordination with Foreign Minister Juan Ramón de la Fuente, began sending invitations to the presidents of several countries for Sheinbaum’s inauguration, which will take place on October 1. One of the official invitations was for Putin.
- In March 2023, the International Criminal Court issued an arrest warrant for Russian President Vladimir Putin, finding him guilty of the illegal deportation of thousands of children from Ukraine.
- The issuance of the warrant means that Putin could be arrested if he goes to any ICC member state.
- However, in early September, Putin visited Mongolia, which is a member of the Rome Statute of the International Criminal Court, and the country’s leaders refused to arrest the Russian ruler.
