Polska Amunicja is a company in which, until recently, 51 percent of the shares were held by the State Agency for Industrial Development, and 49 percent by private investors – the two most important of which are Grupa WB and Ponar Wadowice. PA is involved in negotiations with the Armaments Agency regarding the purchase of 155 mm ammunition by the Polish Army.

However, a few weeks ago, Polska Amunicja became famous due to the doubts of the ARP, about which Onet wrote. – The Polish ammunition project in this form does not and does not sufficiently ensure the implementation of key objectives – neither how to build a factory, nor ensure the rapid delivery of cheap 155 mm shells produced in Poland to the Polish army, nor the necessary state control, including the Treasury. The state has control over this entire process and the efficiency of spending huge public resources. The private company chosen by the previous government rejects the proposed changes to eliminate these defects and obstacles – ARP employees answered questions from “Rzeczpospolita”. – The contract we found is questionable in legal and commercial terms and our attention is now focused on finding an optimal solution for the interests of the State Treasury – they added.

Paweł Poncyljusz, the chairman of Polska Amunicja, appointed by private investors, spoke about the matter in a completely different way on our pages. – This is not true. The state has control over this company. A member of the board appointed by the ARP is responsible for the finances and accepts all transfers, and the majority of the members of the Supervisory Board, including the chairman, belong to the ARP. The Supervisory Board has access to all documents. The board of directors can independently decide on expenses up to PLN 24,000, all other expenses must be approved by the Supervisory Board, where IDA representatives have the majority, Poncyljusz explained.

Polish ammunition is still ready to build a factory

These differences between shareholders now seem to have been clarified. – More than a month ago, we asked the Industrial Development Agency and the private shareholders whether they were willing to continue financing this project. During this period, we did not receive a response from the Industrial Development Agency and the private shareholders confirmed their willingness to finance the plant – explains the chairman of Polish Ammunition. The company agreement was structured in such a way that until the end of September this year the parties could express their willingness to buy the shares of the other party (private investors) or, in the same way, sell their own shares (ARP). Private investors presented an option to call, returned all expenses incurred by ARP on Polish ammunition – approximately PLN 2 million, and is now controlled by WPT Holding, whose shares include, among others, WB Group and Ponar Wadowice.
