In March 2023, a program was established: the National Ammunition Reserve (NRA). The resolution states that the goal of the program is to expand and diversify the national production base for large-caliber ammunition and replenish its reserves. The campaign would last until 2029 and would be financed by institutions headed by the closest associates of then Prime Minister Mateusz Morawiecki. As Onet reports, these were the Polish Development Fund, the Industrial Development Agency and the Government Agency for Strategic Reserves.

As part of the program, the government of the then Prime Minister commissioned the construction of an ammunition factory to Polska Amunicja, where the majority of shares are held by the State Treasury.

After analyzing the complaints, the ministry decided to suspend the implementation of the program to reassess the possibilities of its implementation by the Polska Amunicja consortium. He then released a video in which he said that instead of waiting for German helmets, “we prefer to rapidly increase the production of ammunition. Not only for Ukraine, but above all for Poland, the whole of Europe and NATO.” He added that he now knows that without Polish support and the decisions of Law and Justice, an independent Ukraine “might no longer exist.”

Meanwhile, Donald Tusk, the Prime Minister, addressed the issue in the following entry: “Mateusz, everyone has known for a long time that it is possible to do business with respirators, masks, visas and generators. But that it is also possible to do business with ammunition and for PLN 14 billion?”
