“The total resources for national security and defense in 2025 will amount to 2.223 billion hryvnia” (48.3 billion euros), the Finance Ministry said in a statement on Tuesday. This represents about 26% of the national GDP, according to the Ukrainian ministry, and is a slight increase of 2% compared to the revised 2024 budget.

In total, 61% of Ukraine’s budget will be allocated to defense and security next year, according to calculations made by AFP based on the government’s draft law. “I can confidently say that Ukraine’s defense will be ensured by the 2025 budget plan,” Finance Minister Sergii Marchenko was quoted as saying in a press release.

34.5 billion euros in external financing

To complete its budget, the Ukrainian government has indicated that it plans to double revenues from personal income tax.

Ukraine also indicated that it would need 34.5 billion euros in external financing next year from Western allies and international organizations to keep its economy functioning, a slight decrease from 2024 and in line with the International Monetary Fund’s (IMF) forecast.
