Local governments don’t know how to allocate money for salary supplements

The Union of Polish Metropolitanates (UMP) draws attention to this problem. It is related to the Resolution of the Council of Ministers No. 62 of 19 June 2024 (point 505 of the MP), which established a programme of co-financing of the remuneration of employees of organic social welfare units in the form of a monthly incentive allowance of PLN 1,000 gross to their remuneration, due from July 2024 until the end of 2027. However, according to the UMP, in many local governments, selected tasks classified as social welfare are carried out by non-governmental organisations on the basis of contracts concluded with them. This includes, for example, the management of a homeless shelter or a social welfare home. The entities dealing with this matter are selected through a competition or public procurement.
