The coming days will bring heavy rains, especially in southern Poland, which is related to the influence of the Genoese low pressure called Boris. From Thursday and Monday morning, the highest IMWM warnings for heavy rains are in force in the Lower Silesian and Opole Voivodeships. The IMWM predicts that flooding and flooding may occur. A difficult situation is also expected in the Silesian Voivodeship.

According to the IMWM, rainfall of up to 150 l/m2 is expected in the Lower Silesian, Opole and Silesian Voivodeships from Thursday to Sunday.

Ahead of heavy rains, the IMWM issued the highest level of warnings – level 3 – in the Lower Silesian, Opole and Silesian Voivodeships. On Thursday and Friday, there will be very heavy rains in this area, causing flooding.
IMWM also warned against rapid and dangerous increases in water levels.
Despite the current low levels and drought warnings, heavy rainfall will not be able to infiltrate deeply into the soil in a relatively short period of time and will therefore turn into surface runoff.

Hydrological threats. Possible flooding
According to the Institute, two main hydrological threats are expected in the coming days.
The first of these will be a sudden increase in water levels in riverbeds”, it was noted that the largest increases in water levels are expected for Friday, Saturday and Sunday.
The second threat will be flooding in cities.
There may be problems with the discharge of significant amounts of rainwater through municipal sewer systems.

The heavy rain zone will also cover the center
The main hydrological threat related to the Genoese low from Thursday to Sunday, according to the Institute, will cover the upper and middle Oder river basin area. From Friday to Monday, heavy rains will also occur in the upper Vistula river basin.
According to the IMWM, on Thursday and Friday it will also rain in the west of the country and in Pomerania, up to about 40-50 mm in two days.
The weather will be even more unpleasant due to wind gusts of up to 55 km/h, at the seaside and in the mountains up to around 60 km/h.

The IMWM indicated that on Saturday the zone of heavy rains will also cover the center and east of the country.
However, the situation is expected to be even worse in the Opole and Lower Silesia regions, where the sum of precipitation may reach 60 l/m2 throughout the day.

According to the IMWM forecast, the rains are expected to be lighter on Sunday, but it could still rain across most of the country.

Heavy rains. WOT is preparing to help
As the spokesman for the Territorial Defense Forces Command, Lieutenant Colonel Robert Pękala, told PAP on Thursday, the WOT received an order to put soldiers on alert in three voivodeships – Opole, Lower Silesia and Silesia – that is, where the largest rains are forecast.
We are now in the process of informing soldiers that such a situation may occur (…) and to be ready to report immediately to their units.

According to him, these are the 13th Silesian Territorial Defense Brigade, the 16th Lower Silesian Territorial Defense Brigade and a battalion in Opole, where the brigade is still being formed. He also noted that, depending on various factors, the brigade ranges from 1 to 3,000 soldiers.

According to Deputy Prime Minister and Head of the Ministry of National Defense Władysław Kosiniak-Kamysz, he is in contact with the WOT management, and the head of the WOT took part in a briefing with Deputy Head of the Ministry of Interior and Administration Wiesław Leśniakiewicz on Thursday.

Kosiniak-Kamysz said the WOT will cooperate with firefighters, volunteer brigades, police and other services “under the supervision of the Ministry of Interior and Administration as part of its mission to ensure security and provide assistance.”
As he said earlier, before arriving at the meeting, he had just finished a meeting on this matter with the Minister of the Interior and Administration, Tomasz Siemoniak.

Due to the risk of flooding and flooding, the mayor of Opole has created a crisis team. Municipal services, together with firefighters, are continuously monitoring the situation in the city. The city has prepared 110,000 sandbags with which residents can protect their property.

The condition of the road entrances (also under the viaducts) is checked continuously. The grates have been cleaned successively, but heavy rains can make them unable to absorb such a large amount of water, which will also carry, among other things, leaves, branches, etc. If the drains become blocked, they will be cleaned, but remember that this cannot be done at the same time. Therefore, we ask residents who see a blocked grate in their neighborhood to collect leaves and branches from it to facilitate the drainage of the water.

All rainwater systems have been checked by WIK. According to the city, they are operational but will be continuously monitored by employees. The systems protect against so-called backflow.
All city-managed roadside ditches are clean and unobstructed. City services urge residents and businesses to empty storm water tanks, clear roads of leaves and branches, and follow instructions from the Government Safety Center.
