“If adopted, the rule would treat contracts as ‘gambling,’ when, under conventional wisdom, they are not in fact gambling,” Coinbase wrote. Coinbase said this conflicts with “the legislative history regarding gambling, neither of which suggests that gambling should extend beyond sporting events.”
