The annual ranking of the Polish Association of Developers (PZFD) covers county cities (data for the previous year). In the fourteenth edition this year, the city of Gdańsk ranked third, and Lublin took second place. Lodz won.
– When choosing the winner we took into account the time needed to issue decisions on development conditions, the coverage of cities with local spatial development plans, and the time needed to obtain a decision on a building permit – explain PZFD representatives. – This year’s edition also takes into account the number of decisions under the Private Housing Act for the first time.
The classification is based on data obtained from national registers and directly from local governments through access to public information.

PZFD emphasizes that the rating is a kind of measure of market sentiment in a particular region.
As Aleksandra Krupińska, the PZFD lawyer responsible for preparing the city classification, says, the rapid issuance of administrative decisions is crucial for investors. – In 2023, the vast majority of decisions on development conditions in provincial capitals were issued within 60 days from the date of submission of the application by the investor. Krupinska points out that some cities, such as Krakow or Wrocław, still have a lot to do on this issue.
